The sitewide ranking formula is designed to reward additional submissions and particularly very high ones. As such, though being average in many games will improve your ranking a fair deal, improving your games will increase your ranking a lot, and every new submission will increase your standings at least a little, but good ones will increase it a lot more. The exact formula is:
√(maximum points / number of charts) × (10 × (fractional percentage)3 + leaderships + 2 × championship)
The formula is added for each player on every game he plays to get his final point total. The first half of the formula - √(maximum points / number of charts) - is the same for all players of a game, and weights highly played games such as SADX or SA2B over less popular ones like Chaos or SPA. The values slightly increase each time someone submits to a new chart. This weight is then multiplied by a factor based on the player's percentage in that game - 10 × (fractional percentage)3 - with a 1 point bonus to that factor for each leadership and 2 points if they have the championship.
Here's the current weight for each game and bonus for various percentages:

So as you can tell, though getting to the upper echelons is difficult, it is well rewarded. Now go pwn some people.
